refactor: basePath als Umgebungsvariable eingeführt (NEXT_PUBLIC_BASE_PATH)

- alle festen "/talas5/" Pfade entfernt
- dynamischer basePath für API-Links und Station öffnen
- README.md und CHANGELOG.md aktualisiert
- Version erhöht auf 1.1.188
